I tried it recently, and it was delicious! Added extra eggs, but I did a large ramekin with the cracked eggs nestled on the potatoes (so I just could chop up the egg loaf).
 
I do but I cook them whole (eggs & potatoes) then let them chill in ice (then blanch potatoes) then cut them up once I’m ready to assemble
 
I use the steamer basket, but the ONLY way I do potato salad is in the IP. So easy.
I'm interested if your potatoes taste waterlogged?
